POLOCIES AND OPERATIONAL PROCEDURES OF ELLGHA

The purpose of the Erie Lady Lions Girls Hockey Association is to instruct girls from Erie and the surrounding communities in the skills associated with the game of hockey as well as the ideals of good sportsmanship, fair play and respect for others.

U-19:

This team consists of girls between the ages of 13 & 19. The 19UAA team plays against Canadian girls teams in the GLGHL/Niagara.

 

U-16 Recreational:

This team consists of girls 16-13 years old.. Games are played in the PAHL League (Pennsylvania) and the Penn/Ohio Girls League (or other appropriate leagues).

U-12 Recreational:

This team consists of girls 12-9 years old . Our games are played in the ELLGHA HOUCE LEAGUE with 5 home All girls team games and the Sarah Backstrom Tournament

TIMBIT Minor Hockey:

This program teaches hockey skills to girls and boys between the ages of 4-10. Its a learn to play hockey program.

Put the Biscuit in the Net Program:

This program was first launched in Erie. In conjunction with the Girls Scouts it teaches girl scouts the basics of hockey. Our Erie session is generally held in April or May and lasts for three nights.

Registration Fees:

These association fees do not include possible team dues for tournaments, banquets, and other team specific fees.

Payment methods:

Cash, check or money order are all acceptable methods of payment.

At tryouts a $150 non-refundable commitment fee (cash or check) is due. This will be applied to your registration fee.

REGISTRATION

Each player must complete a registration form at the team tryouts. There at two tryouts one at the end of the season in May and one in August. The cost of the tryouts is $10/session due at the time of tryouts for non-ELLGHA members and free to current ELLGHA members..

At the May tryouts, players were asked to complete a registration form along with a non-refundable commitment fee of $150.

At the August tryouts, players will again complete a registration form along with Consent to Treat, Waiver of Liability and Code of Conduct.

A copy of a birth certificate must be provided for any new players at registration.

Age of Players:

  • If the 2-Payment Plan option is selected, all payments MUST be received on or before the due date. If payment is not received by the specified date, the child will not be issued a game jersey and will not be eligible to participate in any activities sponsored by ELLGHA until all required payment(s) are received.

At Tryouts a $150 Non-Refundable Commitment Fee is due.

  • Returning players registering after the scheduled ELLGHA registration may be charged a non-refundable $25 late registration fee.
  • A $25 Fee for checks returned due to non-sufficient funds will be added to the balance due.

REFUNDS

In order to qualify for a refund, the Treasurer MUST be contacted. The date of written notification will determine the amount of the refund.

Once the season begins, refunds will be issued as follows (not to exceed

amount paid):

Written notice given by September 1st will be 90%*

Written notice given by October 1st will be 50%*

Written notice given by November 1st will be 25%*

*Excluding the non-refundable $150 commitment fee and the $35 USA Hockey registration fee.

After November 1, no refunds will be issued.

  • No refunds will be given for equipment rental, commitment fees, fundraising fees, sponsor credits, jerseys, teamwear or team dues.
  • No refunds for the late registration fee will be given.
  • No refunds will be given until rental equipment is returned.
  • No refunds will be given for suspensions or termination of a

player for any disciplinary reason.

ADDITIONAL FINANCIAL INFORMATION

  • No team shall organize fundraisers without Board approval.
  • Each player will be charged per player a nominal fee at tryouts.
  • Payment of fines incurred by Travel Teams will be the responsibility of the Team incurring said fines.

7 No player, coach, manager or other team personnel who has not fulfilled his or her financial responsibilities to ELLGHA or to any team on which he or she is rostered shall be assigned to or rostered on any team organized under the auspices of ELLGHA in any subsequent season or session until all outstanding financial obligations are satisfied.

SPONSORSHIPS

Adopt a Lady Lion Program

It is the philosophy of the Erie Lady Lions Girls Hokey Association to encourage the participants to raise money to help support their hockey. Through the Adopt A Lady Lion Program, our girls can earn money to subsidize the ever rising cost of playing hockey.

  • The Adopt a Lady Lion form can be downloaded from our website.
  • Please complete two forms for each sponsorship.
  • The Adoptee keeps on copy and the other goes to our Treasurer.
  • Please make sure that all forms are signed and a check is attached.
  • Sponsorships will not be valid nor credits issued to players until payment is made and deposited.

If your daughter did not get a sponsor, the ELLGHA reserves the right to put a sponsor on her jersey.

GENERAL ICE CENTER RULES

All Rinks:

  • Rink rules are posted at each facility
  • Treat each rink with respect. As the rinks exist for our benefit and use, abusing them only hurts us.
  • It is the responsibility of the players, coaches and parents to maintain the cleanliness of the locker room. Please leave it cleaner than you found it.
  • Any damage occurring at an ice rink will be billed to the team responsible.

Civic Center:

  • All spectators are to observe games and practices from the lower (orange) seats on the south side. All other areas are restricted from use.

Igloo:

  • No outside food or drinks may be brought into the Igloo.

PLACEMENT OF PLAYERS

  • The number of individuals allowed on the team bench is limited to players in uniform and four (4) team officials. The individuals allowed on the ice during a teams practice are limited to that teams rostered players, alternates, goalie pool, assigned players, coaches and guest instructors. Guest instructors must be approved by the Coaching Director.
  • Players and goalies on 19U teams will be placed by tryout. Final placement will be determined by the Coaching Tryout Evaluation Committee.
  • Players and goalies on A teams may qualify to taxi for practices and limited games on AA teams. Taxi players will be notified of their selection by the AA Coach. Once 10 games are played, taxi players become members of the AA team only. (There is no limit on practices.)

PLAYERS PER TEAM

  • USA Hockey rules will apply to maximum number (20) of players per team, with the minimum number to be determined by the ELLGHA Board.

PLAYING TIME FOR PLAYERS

  • 19UAA, 19UA and 16UA players will receive fair and equitable game time as determined by the team coaching staff. Special team play is not guaranteed. Equal ice time is not guaranteed.
  • No team may borrow a player from another team unless the player is rostered on the team. (USA Hockey Rules)
  • In the event a teams goaltender is unavailable or incapacitated, a Coach has two options:
  1. To dress one of the other players as goaltender and play her in goal.
  2. To play with no goaltender. Six (6) players are allowed on the ice, except in penalty situations.
  • Practices are paid for and game time is earned.

PLAYER GAME TIME

  • The scorekeeper is responsible for curfewing games and will notify on ice officials of curfew time in all divisions.

SCHEDULING

  • Coaches and/or Team Managers are responsible for attending league scheduling meetings for their team.
  • A set schedule will be provided to all team members.
  • No cancellation of a scheduled game is permitted. Only the Executive Director can cancel or reschedule a game.
  • Participation in tournaments not sanctioned by USA Hockey is not permitted.

HOCKEY RULES

  • Teams must comply with USA Hockey rules as well as all relevant League rules.

EQUIPMENT

  • All members of the ELLGHA must comply with USA Hockey equipment guidelines whenever they are on the ice or on the bench. Neck guards are mandatory for all players and goaltenders per ELLGHA Board policy. Plastic flappers hung from the cage of the goalies helmet are mandatory along with a neck guard. Helmets and cages must remain on and fastened whenever a player is on the ice or on the bench per USA Hockey rules. All mouth guards (as required by USA Hockey rules) to be worn shall be mechanically connected (tethered) to the face shield of the players helmet (all ages).
  • Any equipment provided by ELLGHA will be used only for ELLGHA scheduled functions. ELLGHA equipment must not be used for street or in-line hockey. No alterations of any kind, including cutting of goalie sticks, is allowed. VIOLATION OF THIS PARAGRAPH WILL FORFEIT PLAYERS RIGHTS TO USE THE EQUIPMENT AND WILL REQUIRE REPLACEMENT OF DAMAGED OR ALTERED EQUIPMENT.
  • Any person under the age of 18 years who is a Coach, Assistant Coach, Minor Official or any person under 18 years helping at the ice rink for ELLGHA purposes must wear a helmet and face shield. For demonstrating purposes, any person under 18 years of age must wear skates, helmet and face shield, elbow pads and gloves.

PEPENALITIES

7 All minor penalties will be two (2) minutes.

7 All major penalties will be five (5) minutes.

7 All misconduct penalties will be ten (10) minutes.

7 At the expiration of the penalty, the penalized player may return to the ice or go to the bench at the Coachs discretion.

  • The first game misconduct will result in a one (1) game suspension. The second game misconduct carries a three (3) game suspension. A third game misconduct will result in a thirty (30) day suspension. A suspended player must be on the bench in full uniform except skates for the duration of the suspension. All suspensions must be reported by the ___________________________________________________.
  • Match and Gross Misconduct penalties will be determined per the USA Hockey Rule Book.
  • In determining equal ice time, penalty time is to be considered playing time.

GAME PROTESTS

7 Game protests must be entered on the game sheet and a letter submitted to the Executive Director within 24 hours.

7 No protest that deals with a referees ruling will be accepted, except where the rule interpretation is involved.

APPEALS COMMITTEE

7 There will be an Appeals Committee consisting of three (3) Directors, to be appointed at the discretion of the Executive Director, which will review all appeals relative to game protests and suspensions.

7 Appeals may be submitted in writing to the ELLGHA Executive Director within five (5) days of a ruling by the Board on a suspension or a ruling on a game protest. The appeals will be reviewed by the Appeals Committee and their decision shall be final.

7 All parties involved will receive a written statement regarding any decisions of the Appeals Committee.

TEAM POLICY

7 The goal of the ELLGHA (A & AA Division) is to provide a highly competitive form in which the best players from ELLGHA can train and compete. Therefore, players will be selected by a tryout system. If more than one team per division is considered, the team will be selected on decreasing order of ability as determined by the coaches.

7 If a permanent vacancy occurs on any A/AA team after the initial selections, the Head Coach may move up players from any lower level team. The selected player may move up provided that the Coach of the team on which the vacancy arises and the Executive Director both agree that a failure to move up the selected player could significantly decrease the competitive stature of the team.

7 Teams shall be selected within a reasonable time after the conclusion of scheduled tryouts, and only those players attending tryouts or excused from tryouts by the Coaching Staff shall be eligible to be selected. An excusal for missing tryouts must be submitted in writing to the Coach before the start of the first tryout. The parent or guardian of the player must write the excuse, stating the reason(s) for the excusal.

7 In order to be eligible to be selected for a second or subsequent team, players must tryout for all higher rated teams first. In order for a team to be established, it must have at least 12 players. Should the minimum criteria be met for an additional team (third or subsequent team) as outlined in the procedures set forth below, and if conditional approval is given by the Board, the additional team or teams shall be filled from among those players who tried out. Players may be added at the discretion of the Coach after sufficient notice of an opening is given to all players in that division and an additional tryout conducted.

7 After all team selections are made any Coach may appoint to his team any player who attended the required tryouts but was not selected for any team. Additionally, a Coach may at any time submit a request for appointment to the team of any player who did not attend the required tryout (or was not properly excused), subject to the following. The request first shall be submitted to the Board of Directors who shall have the final decision regarding whether the player shall be appointed. In determining the merit of the request, the Head Coach and the Board of Directors may consider any factors which in their discretion they deem relevant, including but not limited to the competitive level of the team and its needs, the reasons why the player did not attend the required tryouts, whether the player is of exceptional ability, and whether players who tried out but were not selected are of travel caliber ability. In no event will any player already selected for a team be removed in favor of a player who did not try out.

7 ELLGHA will pay the fee for entry into one league.

7 The purpose of this policy is to provide a quality travel organization that offers competent recreational development teams.

COACHES DUTIES AND RESPONSIBILITIES

7 Instill good sportsmanship through instruction and example.

7 Develop and maintain an awareness of good conduct among members of the team.

7 Complete and submit team and coaching forms as required by USA Hockey. Rosters must be completed and submitted within 1 week of receipt to the USA Hockey League Registrar.

7 Recruit a Team Manager for the team.

7 Assure that the team is properly dressed before taking the ice for games and practices.

7 Provide information to the statistician for player recognition awards.

7 Inform team of Equipment turn-in time.

Follow all ELLGHA, USAH Guidelines and Zero Tolerance Policy.

TEAM MANAGER DUTIES AND RESPONSIBILITIES

  • Assists coaches in communicating with parents and vice versa.
  • Distributes information practice and game schedules, rink directions, name of players, phone numbers and addresses to parents.
  • Distributes the following forms to be completed by the players and their parents: Code of Conduct, Waiver of Liability, and Zero Tolerance.
  • Keeps a copy of the completed forms listed above along with a copy of each players birth certificate in a binder which is taken to each game.
  • Prepares a team budget. Items to include are tournament fees (for tournaments other than the Sarah), manager expenses (postage and/or copying), banquet and award costs.
  • After preparing a budget, calculates the amount of dues each player needs to pay monthly to cover the budget expenses. A copy of the budget and dues schedule will be given to the parents.
  • Takes a set of blood jerseys to every game. In the event of a blood causing injury, the player involved may wear the blood jersey.
  • Makes hotel arrangements when its necessary for the team to stay overnight at a hotel. After comparing hotel prices, the team manager will call the hotel to block off the appropriate number of rooms. The hotel phone number will be given to the parents so they may call and reserve their room. (Several motels should be contacted for comparative pricing.)
  • Makes a list of credit card numbers to be used in securing rooms for the Brantford Tournament.
  • Delegates duties; however, the manager has the overall responsibility to make sure that the duties outlined are carried out and effectively communicated.
  • Fills out the team roster or score sheets for all games and provide minor officials for all home games. Parents will be trained in running the clock and scorekeeping as necessary. The manager will also provide water bottles and warm up pucks for all games and practices.
  • Contacts the League Statistician via e-mail as soon as possible following the game with the following basic information for the newspaper. The managers name, Eries score, Goals by, Shutout by (if applicable), Opposing Team score should be included in the e-mail.
  • Gives a copy of the score sheet to the Statistician within 48 hours. ELLGHA does not keep individual player stats.
  • Maintains a list of the following information to be used for the end-of-season banquet: player and date of hat trick, player and date of playmaker, player and date of first goal with the ELLGHA organization, player and date of shutout, etc.
  • Provides information to the Coach for end-of-year player recognition award.
  • Informs the team of the date when equipment/jerseys are to be returned. It is the responsibility of the manager to collect the jerseys and return them CLEAN to the Equipment Manager. If jerseys are returned in sound condition, security deposit checks will be returned or destroyed.
  • Keeps parents informed of monthly meetings and encourages their participation.
  • Assists the Coach in assuring that the team is properly dressed (neck guards, mouth guards if required) and that the water bottles are available and filled before the team takes the ice.
  • Schedules scorekeepers, timekeepers and penalty box attendants for home games. All team parents should be trained by the manager to help as minor officials. (Scorekeepers, timekeepers and penalty box attendants must be in place when the team takes the ice.)
  • Gives a copy of the completed score sheet to the visiting team and keeps a copy for the teams records. The original goes to the Statistician.
  • Insures that the visiting team provides their own penalty box attendant. This attendant should be in place at the start of the game.

BEHAVIORAL POLICIES

ELLGHA subscribes to and endorses the following USA Hockey Policies. (Note: The policies have been shortened for inclusion in the ELLGHA Parent Handbook. For a copy of the entire policy, refer to the USA Hockey Annual Guide or contact any ELLGHA board member for a copy.)

  • Sexual Abuse It is the policy of USA Hockey that there shall be no sexual abuse of any participant involved in any of its sanctioned programs by an employee, volunteer, or independent contractor. Upon proof of violation of this policy, the violator will be permanently banned or suspended from USA Hockey sanctioned programs and/or the programs of its Affiliate Associations.
  • Physical Abuse It is the policy of USA Hockey that there shall be no physical abuse of any participant involved in any of its sanctioned programs by an employee, volunteer, or independent contractor. Physical abuse does not include physical contact that is reasonably designed to coach, teach, or demonstrate a hockey skill.
  • Screening Policy It is the policy of USA Hockey that it will not authorize or sanction in its programs that it directly controls any volunteer or employee who has routine access to children (under the age of majority) who refuses to consent to be screened by USA Hockey before he/she is allowed to have routine access to children in USA Hockeys programs. For example, a person may be disqualified and prohibited from serving as an employee or volunteer of USA Hockey (and ELLGHA) if the person has a history of resigning, being terminated, or being asked to resign from a position because he/she has been convicted of a crime of child abuse, sexual abuse of a minor, physical abuse of a minor, any felony crime, prostitution related crimes or controlled substance crimes.

ELLGHA ZERO TOLERANCE POLICY

  • PURPOSE: In addition to teaching the skills of the game of hockey, promoting physical fitness and providing a forum of fun for players and their families, the mission of the ELLGHA is to instill the values of sportsmanship, fairness, respect and character in all participants in its program. For those reasons, ELLGHA renews its commitment to adhere to and enforce the Zero Tolerance Policy of USA Hockey, the MidAm District and this organization.
  • PERSONS BOUND BY ZERO TOLERANCE POLICY: All persons who participate in ELLGHA sanctioned events, including players, coaches on-ice and minor officials and spectators, are expected to abide by and conduct themselves in accordance with the Zero Tolerance Policy.
  • PERSONS AUTHORIZED TO ENFORCE ZERO TOLERANCE POLICY: The Zero Tolerance Policy is enforceable by on-ice officials, coaches, officers, and directors of ELLGHA.
  • CONDUCT PROHIBITED BY ZERO TOLERANCE POLICY: In order to assure the safe and orderly progress of games and other events sanctioned by ELLGHA and to assure that the missions of ELLGHA are advanced, the following conduct on the part of any person who is bound by Zero Tolerance Policy is prohibited:
    1. The use of vulgar, obscene or boisterous language or behavior to annoy, harass, ridicule, taunt, threaten or intimidate another or the utterance of comments or slurs of a racial, ethnic, or sexual nature.
    2. The infliction or threatened infliction of physical or offensive harm or contact which is not part of recognized regular play of the game of hockey whether on or off the ice.
    3. Throwing any object within the spectators areas, players bench, playing surface or other area within an arena so as to create a hazard to the safety of players, officials or spectators.
    4. Openly disputing or persistently displaying signs of dissatisfaction with a decision of a game official.
    5. The theft or mishandling of or infliction of damage to any arena or the real or personal property of others.
    6. The possession, supply or use of any unlawful substance or the commission of any criminal offense on property on which a game or other event sanctioned by ELLGHA is being conducted.
    7. Encouraging or inciting any other person to engage in conduct that is prohibited by the Zero Tolerance Policy.
    8. Engaging in any other conduct that is unsportsmanlike, disruptive or detrimental to the game of hockey or the programs of the Association, or which is disruptive to the good order or morale of any team.

RESPONSIBILITY AND ENFORCEMENT

Responsibility of Coaches:

  • It shall be the responsibility of coaches to maintain order and discipline on their teams with respect to the behavior of players, all personnel on the bench during games, and all persons who participate in practices. The coaches shall be responsible for seeing that all such persons abide by the Zero Tolerance Policy set forth above at all times.
  • In addition, coaches shall be responsible for: (1) being in attendance at all games and practices, and, if absent for a good cause, for appointing a person with the requisite qualifications to assume charge of the team in their absence; (2) complying with the ELLGHA rules concerning ice times for players in the Association; and (3) adhering to any policy or rule established by the Association or the Board, the Mid-Am District of USA Hockey or USA Hockey.

Disciplinary Enforcement:

  • Head coaches shall have the authority to impose: (1) any reasonable disciplinary measures necessary to maintain good order on the team;

(2) to enforce the Zero Tolerance Policy; and (3) safeguard the morale of the team in the best interest of the Association. Such measures may include, but are not necessarily limited to, assigned punitive activity during practice, suspensions from any practice or games, or expulsion from the team.

  • The parent or guardian of any player so disciplined may request review of the action by the President of the Association, who may, at his/her discretion, either: (1) sustain the action of the Coach; (2) modify the penalty; or (3) in the case of suspensions, convene a hearing to be conducted promptly by three Board members appointed by the Executive Director. In all cases of expulsion, the Executive Director shall convene a hearing as provided above. The decision of the President, or the Hearing Committee, if one is convened, shall be final.

Action by Officers:

7 Any officer of the Association who becomes aware of a credible complaint of conduct which violates the Zero Tolerance Policy, or who witnesses such conduct, may, at his/her discretion, immediately impose a suspension from all Association sanctioned activities, including practices and games. In cases of suspension, the Executive Director may, at his discretion, convene the Hearing Committee as set forth above. In cases where the officer receiving the complaint or witnessing the conduct recommends expulsion, a Hearing Committee shall be convened.

7 In all cases of suspension, unless the Executive Director shall in his/her discretion delay the suspension, the suspension shall remain in effect pending review by the Executive Director or the Hearing Committee, as the case may be. Review by the Executive Director, or the Hearing Committee, shall be undertaken as quickly as possible.

PARENT RESPONSIBILITIES

7 Transport players to practices and games at least 1 hour before game time and 30 minutes before practice.

7 Notify the Team Manager and/or Coach of players inability to attend practice or a game 24 hours in advance by personal contact.

7 Parents not attending practices will be required to secure all team info from the Team Info file at the ELLGHA office at Igloo within 24 hours. ELLGHA staff will not be responsible for non-communicated information handed out.

7 Parents need to provide the Team Manager with their credit card info to be used for overnight games and tournaments. All information will be kept confidential.

7 Hotel Accommodations:

1. The entire team MUST stay at the hotel arranged by the Manager or Tournament Committee. (Exceptions will be considered for local family stay by the Executive Board.)

2. The Manager will book hotel rooms and it is the responsibility of the room assignee to cancel their reservation by the hotel cancellation policy, which will be communicated at the time of room request.

7 Parents are responsible for all player conduct in hotel, restaurants, rinks and other visited areas prior to and after all games.

7 Coaching staff and Managers will only enforce curfews with one notification of curfew time. Players violating curfew will face possible suspension.

7 No player, regardless of age, may occupy a hotel room without a parent or legal-age guardian in residence. Players may not congregate in a room without a supervising adult designated by Coach or Manager. (Rules on curfew still apply.)

7 Any player or invited spectator participating in a player panting or hazing will be immediately suspended.

7 Any parent who takes guardianship of a player for travel purposes must:

1. Keep the player with them in the same room and vehicle from the start of the activity until returning home.

2. Must have a notarized or witnessed document (letter) giving the transporting parent authority to act in all matters.

  • All players must carry a valid photo identification card (school id, etc.) and birth certificate or passport for Canadian travel. NO EXCEPTIONS.
  • Parents are not permitted to approach a Coach or Manager regarding a game interpretation for 24 hours following the game.
  • All Coaches will accept Tim Horton bribes for game time consideration although nothing is guaranteed. Dutchies, Timbits, coffee and butter tarts hold extra value points. (Just kidding checking to see who actually read these guidelines.)
  • Parents are expected to take their turn in being minor officials (scorekeepers, timekeepers, penalty box officials, etc.) at home and/or away games. This duty is not just during the Sarah Backstrom Tournament. Volunteers for home games should sign up with the Team Manager. If the Team Manager has no volunteers, you may be asked to help prior to the game. If you need to learn how to keep score or run the clock, please see your Team Manager.

ELLGHA is a nonprofit, volunteer organization. The ELLGHA is governed by elected officers and by both elected and appointed directors. As a volunteer organization, we rely on our members to make the program a success. Your willingness to participate and to help has a direct impact on the quality of this Association.
